SC weighs setting up scam squad
Globe and Mail – Feb 22, 2007
SC chairman David Wilson said the commission wants to turn the “advantages of modern technology” against fraudsters by employing various electronic surveillance techniques to detect scams in their early stages. The scam unit would deploy SC staff with expertise in markets regulation and law enforcement and would collaborate with criminal authorities such as the RCMP. “A major challenge in these matters is to act quickly” Mr. Wilson said at a Canadian Institute securities conference in Toronto Thursday. “We have to guard against the risk of a boiler room suddenly evaporating and starting up again in a different location. ” In an interview following his speech Mr… Wilson said the proposal for the scam unit came from the commission’s enforcement division and hasn’t been approved yet but will be considered in coming weeks as the SC sets its budget for the coming year. He said he doesn’t know how much such a unit would cost but said it would be assessed on a cost-benefit basis. Boiler room operators traditionally use telephone pitches to lure people into buying shares of small companies that often have no legitimate operations. But e-mail has become an even more popular tool for scammers allowing them to reach far more potential victims quickly. The scam unit would have a mandate to monitor all forms of communication including e-mail and articles published in small newspapers.
